Job Overview

The Office of Prince George’s County Council Member Edward Burroughs III is seeking a bold, strategic, and highly motivated Director of Communications to join the Council Member’s leadership team. This is a senior communications role for a seasoned professional who knows how to shape narratives, anticipate media moments, and aggressively pursue coverage that elevates the Council Member’s work and priorities.

The Director of Communications will be responsible for developing and executing proactive and defensive communications strategies across all platforms including earned media, social media, digital outlets, and traditional press. This individual must be a forward-thinking storyteller who understands politics, public perception, and how to drive a message before others do.

This role works in close coordination with the Council Member and Chief of Staff, ensuring communications strategy is integrated into every stage of policy development, legislative action, and community engagement. Immediate hire preferred.

Key Responsibilities

Strategic Communications & Narrative Development

  • Serve as the chief architect of the Council Member’s messaging, narrative, and public voice
  • Anticipate emerging issues and proactively shape the story before it develops externally
  • Develop comprehensive communications strategies that are both proactive and defensive
  • Ensure message discipline and consistency across all platforms and audiences

Media Relations & Press Strategy

  • Aggressively pursue earned media opportunities at the local, regional, and national level
  • Build and maintain relationships with reporters, editors, producers, bloggers, and influencers
  • Pitch stories highlighting the Council Member’s accomplishments, leadership, and initiatives
  • Serve as the primary point of contact for press inquiries and interview coordination
  • Prepare rapid-response messaging and talking points as needed

Content Development & Messaging

  • Draft speeches, talking points, press statements, op-eds, and interview prep materials
  • Prepare on-air and off-air briefing materials for media appearances
  • Work closely with the Council Member and Chief of Staff to refine tone, message, and delivery
  • Ensure communications align with legislative priorities and political strategy

Digital & Social Media Strategy

  • Lead content strategy and narrative direction for all social media platforms
  • Develop campaign-style messaging to amplify key initiatives and wins
  • Coordinate with internal and external design/digital support (this role is not a graphic design position)
  • Monitor engagement, media coverage, and public sentiment to refine strategy

Leadership & Collaboration

  • Serve as a core member of the Council Member’s leadership team
  • Work in tandem with the Chief of Staff on strategy, crisis communications, and messaging priorities
  • Coordinate with policy, constituent services, and operations staff to ensure alignment

Qualifications

  • 5+ years of experience in communications, public affairs, political communications, or marketing
  • Proven track record of securing media coverage and shaping public narratives
  • Strong understanding of political communications, public perception, and messaging strategy
  • Exceptional writing skills, including speechwriting and interview preparation
  • Experience working in fast-paced, high-visibility environments
  • Confident, assertive, and strategic communicator with strong judgment
  • Familiarity with Prince George’s County, Maryland politics, or local government is a plus

  • Salary Range: $85,000 – $115,000
