Your Role

The Strategic Partnerships team is responsible for building and implementing stakeholder engagement strategies for Blue Shield Promise. The Outreach Manager, Senior, will report to the Director of Strategic Partnerships. In this role you will be responsible for supporting Blue Shield Promise’s growth and retention goals by: 1) building relationships and serving as a liaison for Blue Shield Promise with external stakeholders, 2) planning and executing community events, projects and programs; and 3) identifying, creating, and effectuating strategic opportunities.

Your Work

In this role, you will:

  • Be responsible for educating external stakeholders about Blue Shield of California/Blue Shield Promise Health Plan (BSC/PHP) products and services and collaborating with the internal teams that educate potential and existing members and stakeholder staff. Encourage prospects to select BSC/PHP as their health plan of choice and current members to retain BSC/PHP as their health plan, in a variety of authorized settings
  • Network with key influencers such as elected officials, government agency administrators, industry associations, medical groups and Community Based Organizations to identify and effectuate strategic opportunities supporting growth and quality improvement
  • Support the teams who manage quality and customer service initiatives to assist with closing care gaps
  • Mentor fellow Outreach team members about all state and federal rules and regulations ensuring compliance of marketing do’s & don’ts outlined by governing regulatory agencies
  • Support the teams who measure results of trainings based on the needs and wants of key internal and external stakeholders
  • Plan, coordinate and/or participate in community events, meetings, conferences, and other types of engagement activities
  • Collaborate with Blue Shield Brand, Marketing and Communications teams to monitor, assess, and optimize the reputational strength of Blue Shield Promise, including assisting with activities related to executive engagement, business development, stakeholder recognition, and community investments
  • Synthesize and provide information about community, key stakeholder issues, trends and opportunities that impact Blue Shield Promise

Your Knowledge and Experience

  • Requires college degree or equivalent experience
  • Requires at least 5 years of prior relevant experience
  • Knowledge encompassing entire scope of concepts, practices and procedures in sales, marketing, outreach and customer service
  • Experience in engaging community and policy influencers to identify partnership opportunities supporting growth and quality improvement initiatives desired
  • Strong written, verbal, presentation, research and data analysis skills required
  • Medi-Cal experience or knowledge desired
  • Knowledge and experience with key stakeholders serving low-income communities in Antelope Valley and San Fernando Valley desired

o Employees living more than 50 miles from their assigned offices are expected to work with their managers on a plan for periodic office visits.
